Electronic filing (e-filing) offers numerous benefits, including efficiency, accuracy, and time savings. If you’re new to e-filing or looking to enhance your knowledge, this comprehensive tutorial will guide you through the process of submitting your tax return online.
Taxpayers who are required to file an Income Tax Return
Generally, it is the obligation of every Filipino to file an income tax return. If you’re employed and earning income, it’s the responsibility of your employer to handle the filing process on your behalf.
However, this doesn’t hold true for individuals who fall outside the traditional employment structure, such as business owners or freelancers. In such cases, it becomes necessary for these individuals to personally take charge and file their own income tax returns.
In accordance with the guidelines provided by the Bureau of Internal Revenue (BIR), you should file an income tax return if you are a:
1. Filipino citizens residing in the country and earning income from sources within or outside the Philippines and if you fall under any of the following categories:
- Employed by two or more employers at any time during the taxable year;
- Self-employed through a trade or professional practice;
- With mixed-income, both as an employee and a self-employed individual;
- Earning non-business or non-professional income alongside compensation income not subject to final tax;
- Married with correct income tax withheld from a single employer but with a spouse not eligible for substituted filing;
- Marginal income earner;
- Someone whose income tax during the past calendar year was not withheld correctly—if the tax due is not equal to the tax withheld.
2. A non-resident citizen earning income from Philippine sources;
3. A non-Filipino citizen receiving income from Philippine sources regardless of residency;
4. Domestic and foreign corporations, partnerships, estates, and trusts engaged in trade or business and earning income from Philippine and/or international sources

Electronic Filing and Payment System (eFPS)
The eFPS is the online tax payment, filling platform, that seeks to give taxpayers an easier and hassle-free tax experience. However, this is limited to large taxpayers, non-large taxpayers, and other taxpayers included in Revenue Regulations (RR) Nos. 1-2013 and 10-2014.
Taxpayers who plan to utilize the eFPS should enroll his/her account through the BIR e-Lounge platform or by directly visiting the BIR website.
They are also expected to have an online banking facility that is seamlessly integrated with the system. This integration enables smooth and secure electronic transactions, ensuring a streamlined process for filing and paying taxes online.
Here is a step-by-step guide on using/enrolling in eFPS through the BIR Website
- Access the official eFPS website and create your account by clicking “Enroll to eFPS” if you are a first-time user. Otherwise, key in the required credentials and click “Login”;
- Fill out the application form provided on the eFPS website. The Enrollment Form will typically ask for details such as personal or business information, taxpayer identification number (TIN), contact details, and other relevant information. Take your time to fill in all the necessary details correctly;
- Review the information you have provided to ensure its accuracy and click the “Submit” button to submit your application.
- Taxpayers with existing Login IDs may proceed to process the payment and filing of tax returns;
Note: If your application is approved by the BIR, you will be granted access to file tax returns and validate them using the eFPS system. The eFPS system is integrated with online banking facilities, making it convenient for taxpayers to fulfill their tax obligations electronically.
The BIR reserves the right to reject applications under the following circumstances:
- The system identifies you as a bogus taxpayer upon investigation;
- The information you provided does not match the data stored in the BIR database;
- If the President of the Corporation/ Head of Office does not authorize your application.
Electronic BIR Forms (eBIRForms)
With the aim of providing accessibility and convenience, eBIRForms was created in compliance with Revenue Regulations No. 6-2014. This innovative system offers both offline and online packages, with the offline version being the more commonly used option.
By downloading and installing the offline package onto their computers, taxpayers gain access to user-friendly tax-preparation software. This software allows them to conveniently fill out their tax forms and submit them electronically to the BIR.
It is important to note, however, that eBIRForms serve as a tool for form completion and submission only. Please follow the steps below to complete the digital filing process for non-eFPS taxpayers and Accredited Tax Agents (ATA):
- Access the BIR website and click the “eServices” button;
- Download the latest Offline eBIRForms Package;
- Open the Offline eBIRForms Package and select the preferred tax form;Fill up important details, validate the information, and save the copy of the final tax form;
- Submit the completed form to the Online eBIRForms system and print the confirmation email from BIR;
- Pay your tax dues to BIR-accredited financial institutions.
