Online Registration of Books of Accounts
The Bureau of Internal Revenue (BIR) has recently issued Revenue Memorandum Circular (RMC) Number 03-2023, prescribing the guidelines on the online registration of books of accounts. This initiative is in line with the bureau’s goal to make tax compliance easier and more efficient for taxpayers.
Who are required to maintain and register their books of accounts?
All corporations, companies, partnerships, or persons required by law to pay internal revenue taxes shall keep a journal and ledger or its equivalent such as subsidiary ledgers, simplified books of accounts, etc.
To register their books of accounts, taxpayers must submit the duly accomplished BIR Form 1905 to their respective Revenue District Office (RDO), together with the manual or loose-leaf books of accounts for stamping and registration purposes.
With the issuance of RMC No. 03-2023, registration of books of accounts must be done online, using BIR’s Online Registration and Update System (ORUS).- https://orus.bir.gov.ph/
Quick Response (QR) Stamp replaces BIR’s manual stamping
After successful registration of the books of accounts, a Quick Response (QR) Stamp is generated by the system. Taxpayers must print and paste a copy of the QR Stamp on the first page of the manual or loose-leaf books of accounts.
For computerized books of accounts, the QR Stamp must be attached to the Transmittal Letter, with the USB Flash Drive containing the accounting records when submitting the documents to the bureau.
The QR Stamp shall contain the following taxpayer data:
- Registered Name;
- Registered Address;
- Type of Book (Manual, Loose leaf, or Computerized);
- Books Registered;
- Permit No./Acknowledgement Certificate Control No. (“ACCN”) – for Loose Leaf or Computerized;
- Permit To Use/ACCN Date Issued – for Loose Leaf or Computerized;
- Volume No.;
- Date Registered;
- Date Approved; and
- QR Code.
